REFERENCE NO. 30 OF 2021 MALE H. MABIRIZI K. KIWANUKA v. THE ATTORNEY GENERAL OF THE REPUBLIC OF UGANDA

The Applicant contends that the Rules, actions, processes, directives and decisions that include among others the passing Uganda Public Health (Control of Covid) Rules, Statutory Instrument No. 38 of 2021, the process of appointing/nomination by the President of Cabinet Ministers in excess of 21 and Public Service officers and retiring others; restricting the right to liberty of the Applicant and other Kampala resident through stopping, questioning, arresting, preventing and prohibiting them from travelling to Kampala central Division without any law authorizing the same are unlawful and amount to infringements on the fundamental and operational principles of the Community under Articles 6(d) and 7(2) of the Treaty for the Establishment of the East African Community.
